AVONMOUTH — The Western Gateway cross-regional partnership, in coordination with Bristol City Council and South Gloucestershire Council, has formally unveiled a £45 million strategic investment package to establish the Avonmouth-Severnside Clean Energy & Industrial Decarbonisation Corridor.
Announced during a joint industrial summit at the Port of Bristol headquarters, the multi-agency programme is designed to transform the UK’s largest continuous industrial zone into a premier European hub for green hydrogen production, heavy transport decarbonisation, and circular economy manufacturing.
Infrastructure Upgrades and Dedicated Rail Freight Expansion
The investment framework integrates £22 million in direct UK Government regional growth funding with £23 million in private institutional equity co-sponsored by the Bristol Port Company, National Grid Electricity Distribution, and Wales & West Utilities.
Key infrastructure deliverables funded within the project scope include:
- St Andrews Road Rail Freight Sidings: A £14.2m reinstatement of twin heavy-rail sidings, enabling direct intermodal freight transfers from maritime vessels to the national mainline network and removing an estimated 38,000 annual HGV journeys from the M5 and M49 corridors.
- Avonmouth Hydrogen Refuelling Superhub: Construction of a multi-megawatt commercial electrolyser and high-capacity green hydrogen dispensing facility capable of servicing up to 180 municipal refuse vehicles and regional logistics fleets daily.
- Industrial Heat Network Interconnectors: Underground thermal capture pipelines redirecting high-temperature industrial exhaust heat from local processing plants into district heating networks for local commercial parks.
Cross-Regional Economic Governance
The Western Gateway initiative unites local authorities, regional enterprise partnerships, and research institutions spanning South Wales and the West of England. The Avonmouth corridor represents a flagship pillar within the partnership’s overarching 2050 Net Zero Industrial Strategy.
Speaking at the project launch, the Western Gateway Strategic Director highlighted the geopolitical and environmental necessity of the transition: “Avonmouth has historically been an economic powerhouse for maritime logistics and heavy manufacturing. This £45 million capital programme secures its future for the next half-century, ensuring that the jobs of tomorrow are anchored in cutting-edge clean-tech innovation and sustainable transport logistics.”
Workforce Upskilling and Environmental Protection
To safeguard adjacent Severn Estuary Special Protection Area (SPA) wildlife habitats, the development masterplan incorporates a 12-hectare wetland biodiversity offset zone along the Severnside coastal margin, managed in perpetuity with the Wildfowl & Wetlands Trust (WWT) Slimbridge.
Simultaneously, City of Bristol College and the University of the West of England have secured £3.5 million from the fund to establish a specialised Clean Growth Skills Academy at the Avonmouth Training Complex, offering accredited vocational qualifications in hydrogen handling, industrial automation, and high-voltage grid engineering.
